Europe
Game Preparation
Fill the following spaces of the resource market: coal – spaces 2–9, oil – spaces 3–9, garbage – spaces 3–8, uranium – spaces 8–9. The cheapest starting spaces for each resource are marked on the map with a star-in-circle symbol.
Depending on the number of players, place the matching resource refill card for Europe on the game board.
Prepare the power plant market as follows: Shuffle the cards with a plug on the back. Draw 9 cards and place them in ascending order into the power plant market, so the 4 smallest power plants are in ascending order in the top row (the current market), and the other 5 are in ascending order in the bottom row (the future market). When preparing the power plant stack, do not place a card with a plug on the back on top of the stack. Simply start with the shuffled stack of power plant cards and place the card "Step 3" below that stack.

Phase 5: Bureaucracy
The resources are filled in accordance with the Europe resource refill summary cards.
Step 2
At the start of "Step 2" (and just this once), remove the lowest-numbered power plant from the current market from the game. Do not replace it, so the current market still consists of the 4 smallest power plants, but the future market is reduced to the 4 power plants with bigger numbers.
