The EnBW Board
This edition can only be played with a full copy of Funkenschlag (2F-Spiele, 2004) — it supplies a special double-sided game board, not a standalone game.
- Baden-Württemberg side: a complete new board depicting the German state of Baden-Württemberg.
- Germany side: a board of Germany with Mannheim removed and Karlsruhe added, otherwise matching the standard Funkenschlag/Power Grid Germany map.
All standard Funkenschlag/Power Grid rules apply on both sides of this board. The paragraphs below give the official rule changes that apply specifically to the Baden-Württemberg side.
Baden-Württemberg
Introduction
In Baden-Württemberg the clocks run a little differently: the decisive change concerns the order of a game round. Power plants are auctioned first, and only afterward is the player order adjusted. In addition, the state is smaller, so that some national cities cannot be connected until Step 2.
Game Round Order
The order of the first two phases in a game round is swapped:
- Buy power plants
- Determine player order
- Buy resources
- Build
- Bureaucracy
So the player order that was randomly drawn at the start of the game is adjusted quite normally in Phase 2, right after buying power plants, in the first game round.
During the Game
Phase 1: Buy Power Plants
If no power plant at all is sold in a round, the two smallest power plants are removed from the game and replaced by two power plants from the draw pile.
Phase 3: Build
The "national" cities (e.g. Strasbourg) are not available for connection to players' power networks until "Step 2" (they have only 2 spaces, with connection costs of 15 and 20).
If a power plant is available in the power plant market whose number is less than or equal to the number of cities of the player with the most cities, it is not removed from the game!
Phase 5: Bureaucracy
Step 2 begins immediately after Phase 4 as soon as the first player has connected 9 cities (with 2 players), 6 cities (with 3 to 5 players), or only 5 cities (with 6 players).
In this phase, resources are replenished on the market according to the Baden-Württemberg resource refill table.

The Germany Board
The Germany-side board included in this edition is the standard Funkenschlag/Power Grid Germany map with one change to the city network: Mannheim is removed, and Karlsruhe is added in its place (with the corresponding connections re-drawn around it). No other city, connection cost, resource price, or resource refill table on this side differs from the standard Germany map, and no separate official rules text was ever published for it — 2F-Spiele's rules changes above apply only to the Baden-Württemberg side. Play the Germany side of this board exactly as the standard Funkenschlag/Power Grid Germany map, using the map's printed city network and connection costs as they appear on the board.
