Introduction

The game uses 150 card designs. The cards show different OBJECTS that you can build in your city, CITY SERVICES that make the city function properly, and unexpected EVENTS that may happen to you.

To collect a full set you must buy five consecutive issues of Kaczor Donald and swap duplicate cards with friends. A set of 64 cards per player is enough for a game (a shortened game uses 53 cards; an extended game uses 80). The game is for 2 to 4 players and is played on a table or other flat surface, where the players lay down cards to build their cities. A complete set from the five issues is enough for a game for 2 players (for 3 players in the shortened version).

The game is most interesting when each player plays with a deck built from their own collection, since this gives more freedom in choosing which cards go into the deck.

Card Types

OBJECTS (OBIEKTY)

OBJECTS are various buildings, institutions and places in Kaczogród. The OBJECTS group is divided into several types, and the cards of each type are marked with a different colour.

  • SPORT — stadiums and playing fields for various sports disciplines. Examples: Swimming Pool (Basen), Frog Races (Wyścigi żab).
  • TRANSPORT — urban communication and connections with the outside world. Examples: Port, City Bus (Autobus miejski).
  • CULTURE AND ENTERTAINMENT (Kultura i rozrywka) — places connected with art and entertainment. Examples: Park, Cinema (Kino).
  • INDUSTRY AND SCIENCE (Przemysł i nauka) — schools and production plants. Examples: Factory (Fabryka), Greenhouse (Szklarnia).
  • TRADE AND SERVICES (Handel i usługi) — shops and workshops. Examples: Restaurant (Restauracja), Car Showroom (Autosalon).
  • SPECIAL BUILDINGS (Budowle specjalne) — the homes of comic-book heroes and other important places of Kaczogród. Examples: Monument to Korneliusz Kwacz (Pomnik Korneliusza Kwacza), Gyro Gearloose's Laboratory (Laboratorium Diodaka). The number of SPECIAL OBJECTS in your built city decides your win (see Section 4 and the New Winning Conditions section).

CITY SERVICES (SŁUŻBY MIEJSKIE)

CITY SERVICES are institutions that make the city function and look after the safety of the residents. Their presence on the playing field makes it easier to build the city and protects it from disasters. The CITY SERVICES group is divided into several types, marked with different colours.

  • FIRE DEPARTMENT (Straż pożarna) — protects your city against the effects of fires, floods and other catastrophes. Examples: Fire Engine (Wóz strażacki), Fire Station (Stacja straży).
  • TOWN HALL (Ratusz) — institutions run by the mayor of Kaczogród, responsible for law enforcement, repairs of public utilities, the post office and so on. If during the game you want to expand your city, you must place in it an appropriate number of TOWN HALL cards. Examples: Mayor (Burmistrz), Court (Sąd).
  • HEALTH SERVICE (Służba zdrowia) — protects your city against epidemics and helps in natural disasters and similar situations. Examples: Ambulance (Karetka), Medical Clinic (Przychodnia lekarska).
  • POLICE (Policja) — various police departments that protect your city against criminals and are useful in natural disasters. Examples: Criminal Investigation Squad (Brygada kryminalna), Traffic Police (Ruch drogowy).

EVENTS (WYDARZENIA)

EVENTS are various happenings, disasters, inventions and other unexpected situations. EVENT cards can be used to strengthen and protect your own city, or to attack the cities of your rivals. The cards carry a short description of their effect. Examples: Fire (Pożar), UFO Landing (Lądowanie UFO), Flood (Powódź), Hurricane (Hurgan).

Note from the magazine (Rules section): many situations may arise in the game that the detailed rules do not cover. In such cases the player must use their own judgment.

1. Setting Up the Game (Przygotowania do gry)

  • 2 to 4 players take part in the game.
  • Each player also needs one die.
  • From the cards they own, each player selects 64 cards for the game (53 or 80 cards in a shortened or extended game). These form the player's GAME DECK (TALIA GRY).
  • No two identical cards may be in the same deck.

Layout of the table (as shown in the magazine diagram): the GAME DECK (talia gry) lies to the player's left; the CARDS PLAYED ON THE TABLE (karty wyłożone na stół) are in the middle; the FIVE CARDS HELD IN HAND (pięć kart trzymanych w ręku) are in front of the player; and the DISCARD PILE (stosik kart wykorzystanych) lies to the player's right.

2. Starting the Game (Początek gry)

  • Each player lays four cards on the table in front of them, as the start of their city. The player chooses which cards these are, but one of them must be a TOWN HALL card (RATUSZ), and the other three must each be adjacent to it.
  • The player gives the rest of their deck to be shuffled by the opponent sitting to their right. The player shuffles the deck of the opponent sitting to their left.
  • The player's own deck, shuffled by a colleague, is placed on the player's left side, with the card backs facing up.
  • The player's discard pile is built on the right side. During the game the player places used cards there.
  • The player takes the top five cards from their deck.
  • Players roll the die. The player who rolls the highest number begins the game.

3. Course of Play (Przebieg gry)

The player whose turn it is performs one of three actions:

  • CITY EXPANSION (Rozbudowa miasta) — placing in your city one card of type OBJECT or CITY SERVICE (SŁUŻBY MIEJSKIE).
  • EVENT (Wydarzenie) — using an EVENT card against your own city or the city of an opponent. The player places the EVENT card next to the city the event is to affect. The effects are applied to the playing field immediately, and then the card is placed on the discard pile on the player's right (unless the card's text says otherwise).
  • WAITING (Czekanie) — discarding one of the five cards held in hand onto the discard pile. A player waits when they cannot place a card according to the rules, or when they do not want to place a card.

After performing one of these actions, the player draws one card from their deck, so that they again have five cards in hand. Then the next player performs an action.

4. Object of the Game (Cel gry)

The game ends at the moment when the players no longer have cards in hand.

The winner is the player who, at the end of the game, has the most SPECIAL OBJECTS (OBIEKTY SPECJALNE) in their city. If several players have the same number of SPECIAL OBJECTS, the winner is the one with the most OBJECTS of all kinds.

(The magazine also proposes a different way of determining the winner for experienced players; see the New Winning Conditions section below.)

5. Detailed Rules (Zasady szczegółowe)

A. Placing Cards on the Playing Field

A card is placed so that it is adjacent to any card already on the table.

Two cards from the same group cannot be adjacent to each other. For example: BURMISTRZ (Mayor) and POCZTA (Post Office), both of type RATUSZ; KOMISARIAT (Police Station) and POLICJA KONNA (Mounted Police), both of type POLICJA; BASEN (Swimming Pool) and LODOWISKO (Ice Rink), both of type SPORT, may not be adjacent to each other.

Cards are considered adjacent when they touch each other along a side. Cards that touch only at a corner are not adjacent.

(The magazine illustrates this with two captions: "These cards are adjacent" and "These cards are not adjacent".)

B. City Borders (Granice miasta)

It may happen that cities built by the players come close to each other. A player may not add a card to their city if it would cover part of a card of an opponent that is already lying on the table.

C. Events (Wydarzenia)

An EVENT card is placed next to the city it is to affect. Then the instruction written on the card is carried out. The magazine states that fuller descriptions of the EVENTS will be given in subsequent issues of Kaczor Donald.

As a result of EVENT cards, a player may additionally enlarge their city, tear down part of an opponent's city, force an opponent to perform certain actions, or prevent an opponent from performing other actions.

Before the effects of EVENT cards, the CITY SERVICES cards lying in the attacked city can protect that city.

After an EVENT has been carried out, the player places the card that caused it on the discard pile (to the player's right).

D. Districts (Dzielnice)

Because of certain EVENTS, the attacked player must remove some of their OBJECTS from the playing field. A group of cards may then be separated from the city. Such a group is called a DISTRICT (dzielnica). A district does not touch the city at all, or touches it only at corners.

  • If a district does not contain a single TOWN HALL card (RATUSZ), all the cards of that district are immediately removed from the table and placed on the discard pile.
  • In subsequent turns, a player may join a DISTRICT to the city by adding OBJECT or CITY SERVICE cards into the empty spaces between them.
  • If, at the end of the game, a player's city has been divided into districts, the player counts their SPECIAL OBJECTS in only one of the districts (of their own choice).

Example from the magazine: an opponent has removed two cards from a city, dividing it into three districts.

  • DISTRICT 1 contains a TOWN HALL card (RATUSZ), so it may remain on the playing field.
  • DISTRICT 2 contains a TOWN HALL card (RATUSZ), so it may remain on the playing field.
  • DISTRICT 3 contains no TOWN HALL card, so all of its cards must be removed from the table.

Dice (Kostki)

During the game you will sometimes need a die to determine the effects of EVENT cards.

  • "Roll K6" means a regular roll of a six-sided die. The result is the number of pips shown.
  • "Roll K3" means a regular roll of a six-sided die, but the result is modified: a roll of 1–2 counts as 1, a roll of 3–4 counts as 2, and a roll of 5–6 counts as 3.

Rounds (Kolejka)

Some EVENT cards say that something lasts for a number of rounds (kolejki), for example "2 rounds". The magazine explains this with an example of four players seated around a table, as follows. If four players are playing, and Janek plays such a card, it applies during the turns of Grześ, Marta and Joasia, then Janek's next turn, and then again during the turns of Grześ, Marta, Joasia and Janek. To keep track of this, the card may be placed on the table next to the city it affects. (In the magazine's diagram, Marta sits at the top, Grześ on the left, Joasia on the right, and Janek at the bottom.)

Agreements (Porozumienia)

If three or four players take part in the game, they may make various agreements, for example that they will not attack each other, or that they will jointly attack one of their rivals. Players may not exchange cards. Remember, however, that any agreement may be broken at the least expected moment.

Removing an Opponent's Cards (Zdejmowanie kart przeciwnika)

Some EVENT cards allow a player to remove one or several cards from an opponent's city. The card states what may be removed, for example "K3 SPORT cards", meaning the player may remove a number of SPORT cards equal to the die result.

  • If the die shows that you may take 3 cards from a rival's city, but the rival has only 2 SPORT cards, you remove those 2 cards. The EVENT card you used then stops working. It has no effect on cards other than SPORT cards lying in the city, nor on SPORT cards that appear in the city in later rounds.
  • If the instruction says you may remove "3 adjacent cards, not adjacent to POLICE", and the opponent's city does not have three such cards, you may remove 2 or 1 card that is not adjacent to a POLICE card.

Replacing an OBJECT with a SPECIAL OBJECT (Zamiana obiektu na obiekt specjalny)

On an OBJECT you may place only one card that turns it into a SPECIAL OBJECT. The two cards are from then on treated together, in all instructions, as one SPECIAL OBJECT. Such a SPECIAL OBJECT may not be adjacent to another SPECIAL OBJECT, either a plain one or one created by placing an EVENT card.

Placing a card on a SPECIAL OBJECT has no effect on it. It is not counted twice.

When these two cards are placed on the discard pile, they stop being treated together. Each goes back to being an ordinary OBJECT card and an EVENT card. This matters when using the TIME MACHINE (Wehikuł czasu) and the CURE FOR THE MAHARAJA'S ELEPHANT (Leczenie słonia Maharadży) cards.

EVENT Card Texts

The texts below are the instructions printed on the EVENT cards in the magazine. Card numbers are given where they are printed on the card. Names are given in Polish with the English translation.

  • Fire (Pożar, 105): From the city of an attacked player you may remove 3 mutually adjacent OBJECT cards that are not adjacent to any FIRE DEPARTMENT (Straż pożarna) card.
  • UFO Landing (Lądowanie UFO, 112): The attacked player rolls K6. On 1–3, you may remove any OBJECT from his playing field. On 4–5, nothing happens. On 6, any OBJECT in his city becomes a SPECIAL OBJECT (place this card on it).
  • Flood (Powódź, 106): The attacked player rolls K6. If the result is greater than the number of TOWN HALL (RATUSZ) cards he has, you may take three OBJECT cards of your choice from his city.
  • Hurricane (Hurgan, 107): The attacked player rolls K6. If the result is greater than or equal to the number of TOWN HALL (RATUSZ) cards he has, you may take two OBJECT cards of your choice from his city.
  • Plague of Rats (Plaga szczurów, 104): The attacked player rolls K3. You may take from his city the indicated number of TRADE AND SERVICES (Handel i usługi) cards.
  • Earthquake (Trzęsienie ziemi, 108): Each of the other players rolls K3. From each player's city you may take the indicated number of any OBJECT cards.
  • Olympic Games in Gęsiowo (Olimpiada w Gęsiowie, 126): The attacked player rolls K3. You may take from his city the indicated number of SPORT cards.
  • Burglar (Włamywacz, 137): The attacked player must discard 2 cards from his hand, and during the next two rounds he may only draw cards. The card has no effect if the attacked player shows that he has a POLICE card in his hand.
  • Raising Taxes (Podniesienie podatków, 146): For the next 3 rounds the attacked player may not add any cards to his city.

New Winning Conditions (Nowe warunki zwycięstwa)

The magazine proposes a new way of determining the winner. This makes the game more exciting, especially during the stage of completing the game deck. It also encourages the use of different cards in the game. The magazine recommends this way of playing to more experienced players.

After the game ends, players calculate their points as follows:

  • for each SPECIAL OBJECT in your city (either a plain OBJECT that is a SPECIAL OBJECT, or one created by placing an EVENT card on a plain OBJECT), you receive 1 point;
  • for the presence in your city of a representative of each group of OBJECT cards, you receive 1 point.

The winner is the player with more points. If two players have the same number of points, the winner is the one with more SPECIAL OBJECTS.

Example from the magazine: after the game you have 3 SPECIAL OBJECTS in your city, and the cards BANK, KAWIARNIA (Café) and KRAWIEC (Tailor) from the TRADE AND SERVICES (Handel i usługi) group, HUTA (Foundry) and SZKOŁA (School) from the INDUSTRY AND SCIENCE (Przemysł i nauka) group, BALON (Balloon) from the TRANSPORT group, and LODOWISKO (Ice Rink) from the SPORT group.

  • You have 3 SPECIAL OBJECTS in your city, so you score 3 points.
  • You have representatives of four OBJECT groups (TRADE AND SERVICES, INDUSTRY AND SCIENCE, TRANSPORT and SPORT), so you score 4 more points.
  • In total you score 7 points.
  • Carnival (Karnawał, 113): Any OBJECT becomes a SPECIAL OBJECT (place this card on it). The Carnival card may be used only if you have at least 5 (the numeral is hard to read in the scan) TOWN HALL (RATUSZ) cards in your city.
  • Street Marathon (Maraton uliczny, 150): Place this card on any OBJECT in your city. It becomes a SPECIAL OBJECT. To use this card you must have at least 4 CITY SERVICE (SŁUŻBY MIEJSKIE) cards in your city.
  • World Championships (Mistrzostwa świata, 102): Place this card on any SPORT card in your city. It becomes a SPECIAL OBJECT.
  • Happy Day (Szczęśliwy dzień, 143): For the next three rounds nobody may attack your city. The instruction applies both to attacks on cards lying in your city and to attacks on cards in your hand and in your game deck. This card may be used only if you have at least 4 CITY SERVICE (SŁUŻBY MIEJSKIE) cards in your city.
  • Cure for the Maharaja's Elephant (Leczenie słonia Maharadży, 134): You may rebuild the three OBJECTS lying highest on your discard pile, regardless of how many EVENT and CITY SERVICE cards have covered and separated them.
  • Power Plant Failure (Awaria elektrowni, 139): CITY SERVICES stop protecting the OBJECTS in the city of the attacked player and the cards in his hand. The attacked player also may not, on his turn, use EVENT cards that require him to have a specified number of CITY SERVICE cards.
  • Fog (Mgła, 140): If a face-down card is to play a role in the game (for example, it is a POLICE card protecting an adjacent OBJECT, and the player attacks that very OBJECT), you must reveal it. If an opponent attacks your face-down card and it turns out that this is contrary to the rules, the attacking card is simply wasted. For example: the opponent used the card OLYMPIC GAMES IN GĘSIOWO (which refers to SPORT cards) and rolled a 3. He attacked three face-down cards. One was an OBJECT of the TRANSPORT group, the second was a CITY SERVICE card, and the third was from the SPORT group. As a result of this action only one card is removed from the attacked city: the SPORT card.
  • Stink Bomb Explosion (Wybuch bomby śmierdzidłowej, 141): You may place this card on any card (OBJECT or CITY SERVICE) in an opponent's city. It does not affect cards already lying on the playing field. Remember to take it back from the rival's city after the game ends. A SPECIAL OBJECT lying under this card is not counted when calculating points at the end of the game.
  • Troll Raid (Najazd trolli, 144): This card concerns negative EVENTS used to attack other cities (not, for example, the exchange of an OBJECT for a SPECIAL OBJECT). It has no effect on the EARTHQUAKE (Trzęsienie ziemi) card. If someone uses an EVENT card specifically against your city, that attack also does not concern you.
  • Christmas (Gwiazdka, 145): This card does not let you recover cards you lost a moment ago, nor allow active play when you have discarded several cards from your hand and are now only drawing. Instead, thanks to it you can, among other things, remove the STINK BOMB, end the restrictions on using cards (the effect of cards such as RAISING TAXES or POWER PLANT FAILURE), and others that affect the functioning of your city or your playing options.
  • City Reconstruction (Przebudowa miasta, 122): You must move cards according to the rules (two cards from the same group may not be adjacent). The reconstruction may not divide the city into additional districts.
  • Time Machine (Wehikuł czasu, 109): The player takes the top three cards from his discard pile and must use them immediately. He decides the order in which he uses them.
