Do Farmer's Guilds and Carriers count as Shipyards?

Only where a rule says so. Thegwyn's Farmer's Guilds are Shipyards only for deploying Fleet Power (and they work with Orbital Docks), not for Deep Space Missiles or shipyard-scoring agendas. Each Carrier already in play counts as a shipyard for deployment, but a Carrier deployed in the same action cannot be used to deploy more.
