Can the house card that replaces Innovation (Scheme, Raid) be played in Cycle 1?
The designer ruled on Scheme and Raid in several threads.

Yes, if the replacement does not carry the no-Cycle-1 icon. Innovation has that icon, but Scheme and Yarvek's Raid do not, so they can be played from the first turn.
