Do I place sector defence tokens on a Fallen House sector at setup?
The designer gave both the reason and the combat consequence.

No. The two defences are printed on the Fallen House card and are never placed on the sector, but they still shoot at you in the Approach step when you invade. Because they are not tokens, you cannot keep them with Combat Replicators or Salvage Scanner.
