The rulebook states the limit and a publisher confirmed that technology and agenda actions are extra.

Up to two of its three actions, in any order, or all three if you flip a Trade token. You may take fewer, and each action can be used once. Technology and agenda actions you also resolve are extra and do not count toward that limit.
