Can I pay a Crisis penalty to clear one already on the Crisis board?
The designer answered this in 2023 and 2024.

No. The penalty is only for the Crisis you drew this turn, and only the player who drew it can take it. Once it is on the board, the only way off is meeting its requirement or an effect that removes it, and anyone may do that.
