Yes, unless the text says "in Range": without that, the Haint targets the furthest Vagrant anywhere on the board and moves toward them; if they're still out of range, the action falls to the next target. "Furthest Vagrant in Range" is limited to Vagrants within the Haint's Range. Wyrd says Super Elastic should read "in Range".
