Must the Pup get closer on every step of a toward move?
The rulebook defines Toward and Away this way.

No — a toward move may keep the same distance on some steps but never takes you further away. If it would end on the Haint's space, it instead stops adjacent to the Haint and the rest of the move is lost, even if that space is farther.
