When do Tier 2 and Tier 3 Junk join the deck?
The rulebook says the deck changes only when told.

The deck starts with Tier 1 only; higher tiers are added when the game says so, in the Camp Phase text of a scenario, as gold or black text on that page. Special Junk is never shuffled into the deck.
