Several replies agree that only Vagrant-specific targeting outranks a Candle.

If the action names a specific Vagrant (furthest, closest, lowest Humanity) that's action-specific and outranks a Candle. A plain "Target Vagrant" action with no special priority goes for a Candle in the same car. Movement toward a named side also outranks a Candle.
