Does giving or trading a Rummage Token count as using one?
The rulebook says the giver (and both traders) count as having used a token.

Yes for the giver: giving or trading on your turn counts as using your token for that round, and if two Vagrants trade, both count as having used one. The recipient of a plain gift isn't counted. A token can only go to an adjacent Vagrant.
