When a card lets you build or upgrade, do you pay the usual cost or the cost on the card?
The designer answered this directly in 2018.

If the card shows no cost, you pay the usual cost (the exception is a card that says the build is for free). If the card does show a cost, you pay only that, in place of the usual cost, and it already covers the whole effect: for example a card that builds a city for 3 steelplast lets you pick either city type at that price, and a card that builds an upgraded farm for its listed cost does not charge the upgrade again.
