Can you use the action card you discard to make room for a fifth one?

Only if it was still available (not rotated). Discarding an available card lets you use its action immediately, on top of the slot's own action, as if the new card came with an instant effect. A card already used this era gives nothing when discarded, and you cannot discard a card for its action when you have fewer than four.
