How must a tunnel connect, and can it run through empty city sites?

Every tunnel you build must be connected to your starting city by a path of tunnels. The path may pass through cities or empty city sites, but not through empty tunnel sites. A tunnel may be built next to another tunnel with no city between them; it is part of the network, it just does not produce.
