Can a Survey card build on a normal site, or only on an expansion site?
The rulebook defines expansion sites; that a Survey card cannot build elsewhere is agreed by two players.

Only on an expansion site. Each city has one expansion site that is off limits unless a card allows it, and it must still be adjacent to an existing city or legal city site.
