Can tunnels, cities or buildings run out of the supply?

Tunnels and nonsymbiotic city domes can run out: the rulebook sets 47 tunnels and 17 nonsymbiotic domes regardless of player count, and once they are gone nobody can build more. Buildings are not limited; if you run out of one colour, swap the bottom token of an upgraded stack for another colour. Symbiotic domes depend on player count (7, 10 or 13).
