When do you pay the credit cost of a Special card?
The rulebook states this in its PLAYER CARDS (CARDS FOR THE FIRST ROUND) section.

You pay only when you play it on a slot of its colour and want its effect; taking it into your hand is free. If the colour does not match, or you decide not to pay, the card gets no effect and costs nothing. A Special action card is paid once, when played, not each time you later use it.
