When you take a 1- or 2-credit Special card, must you take the top card?

No. You can take the face-up top card, or turn it face down onto the bottom of the deck, look at the next three, keep one, and put the other two on the bottom in either order, then flip a new top card. The 3-credit Specials on the board are taken without replacement.
