Use the advanced side of a player board and the two-player side of the main board. Put three tiles in a neutral colour on the rightmost slot of each colour; each round they shift one slot clockwise. If you did not advance on the Federation track that round, a fourth blocker also goes down next round: flip the top card of the current era deck, add up its digits (card 24 gives 6), count clockwise from the first green slot, and move on to the next empty slot if occupied. Federation progress resets each round, and no blockers are added mid-round.
