Can you use only part of an action slot or card effect, such as building just one of two tunnels?

Yes. The rulebook lets you use part of an action or card effect, for example building only the tunnel from a city-and-tunnel slot, or one lab instead of two. You must use at least some of it, and the build-and-upgrade slot is the one exception because it is a single action.
