Does Organic Fusion count as building a symbiotic city, and what limits it?

It converts one of your nonsymbiotic cities into a symbiotic one rather than building a symbiotic city, so building discounts for symbiotic cities do not apply and the two powers cannot be combined. The symbiotic dome limit still applies: in a two-player game, once all seven purple domes are out you cannot convert more.
