Do the cities and buildings needed for a Government Contract have to be connected?

Probably yes. The rulebook does not say so, but a fan-compiled FAQ relaying author emails says contract cards always refer to connected cities and structures, and several tables play it that way. Tunnels are always connected, so a tunnel requirement is satisfied by tunnels you have built. One player recalls no contract that demands connection.
