Can the data-disc "build on an expansion site" action be used without a build action?

No. It does not give you a build action; it only lets one structure you are already building through a slot or card go on an expansion site, and you pay the extra half disc for that. If the action builds two buildings, you still build two and may place one of them on the expansion site.
