If a card lets you pay to take the action of another slot, do you also pay that slot's own cost?

Yes. The credits on the card are an extra price for the right to take the action; any cost printed on the slot you copy still has to be paid. When the card colour matches, you still take your normal slot action as well, so you end up with two board actions.
