When can biomatter stand in for kelp or steelplast?

Only when paying the kelp or steelplast part of a build cost for a tunnel, building or city, including a card-specified cost such as 3 steelplast for a city. It cannot pay surcharges or buy a card, and it is not turned into kelp or steelplast for end-of-game scoring cards. Feeding unfed cities and selling leftovers at game end have their own biomatter rules.
