How often can a card effect with a cost and no number marker be used?
The rulebook's PAY entry says a cost is paid and its benefit gained once unless the card says otherwise.

Once. If a card does not specify otherwise, you pay the cost and gain the benefit only once. An arrow with no number is a single use, and a "1x" marker just makes that explicit; cards that let you pay more to gain more say so.
