Why do bot combat counters get control markers, and when are they removed?

When you hit a bot unit while holding the initiative and the counter stays on the board, it gets a control marker. On the bot's turn each marker discards one matching card from its play area without resolving it, simulating a card lost from hand, and the marker returns to supply.
