How is an attack resolved, and can I attack a unit with defence above 10?

Roll dice equal to the action's value; the attack succeeds if any die shows at least the target's total defence (base plus cover plus range), and a 0 (a 10) always succeeds. The number of successes does not matter. With defence above 10 you can still attack, but only a 10 can hit.
