Does the Mortar's target marker stay on the board after a Blast, or if the Mortar is suppressed or respawns?

Yes — the marker stays after a Blast, when the Mortar is suppressed, and when the targeted units leave. It is removed only when you move the Mortar counter (Move or Guide). On the question of whether a respawned Mortar counts as moving, the designer said the rules as written leave the marker in place, though players may house-rule it away.
