How does X-89 Bacterial Weapon interact with Diplomats and bombardment timing?

It is once per planet per tactical action. Diplomats are not units, so X-89 does not affect them, and a Diplomat does not stop it. Its 'before bombardment' wording is only timing; bombardment need not happen.
