What can the Warfare secondary (Patrol) move?

It moves up to two Cruisers or Destroyers one system into adjacent empty systems, even from an already activated system, and wormhole-linked systems count as adjacent. It cannot pick up or drop off Ground Forces or PDS, so no invasion happens. Emptiness is checked before movement, so a system vacated by another ship in the same secondary is not a valid destination.
