During a Transfer Action, can I produce units in a system without my Space Dock?

No — Production in a Transfer Action happens only in a system holding your Space Dock. The 'one of the two systems' wording just covers the case where both activated systems have a Space Dock; you choose one. Integrated Economy is the exception.
