How do planetary technology specialty discounts work?

Each unexhausted planet with a specialty of that color gives 1 off when you buy a technology of that color with the Technology secondary; they stack, they do not apply when the planet is exhausted, and the discount does not apply to the free primary technology. You need not exhaust that planet, but you may spend it afterward to pay: work out the cost from unexhausted specialty planets first, then pay.
