What happens to Shock Troops when they are left alone?

A Shock Troop must always be with at least one plastic Ground Force; if left alone it becomes a regular Ground Force. If Hope's End gives you two Shock Troops with no Ground Force present, forum players say only one converts and the other stays a Shock Troop, though an older reply says both convert.
