Where can Diplomacy II's secondary annex planets?

The target planet must be empty (no Ground Forces, Leaders, PDS or Space Docks) and adjacent to a system you fully control (all its planets plus a non-Fighter ship). You spend a command counter and 3 influence. An empty planet in a system with enemy ships is still valid, and an empty home planet can be annexed, but Mecatol Rex cannot be.
