Peaceful Annexation (the secondary) costs 1 Command Counter and 3 influence and claims an empty planet adjacent to a system you control, with no activation needed. The primary's option b does it for free. It works on an empty enemy homeworld, but never on Mecatol Rex. The Xxcha using option b only save the influence.
