When can units be scuttled, for example to free a Space Dock?

In the Status Phase, but not before the objectives step has finished: the FAQ (as cited by a community reply) narrows the rulebook’s “any time during the Status Phase” to after objectives. Scuttled units return to reinforcements and can be built again.
