Can a PDS with Deep Space Cannon fire into an adjacent system that is not being activated?

No. A PDS fires only into the system being activated, either by its owner or by an opponent activating a system in the PDS's range, and the owner may fire even if no ships move in. With Deep Space Cannon, adjacent systems count as in range, but only when activated. Forum players add that an Asteroid Field cannot be fired at unless the Saar activate it.
