Can one activation take several planets, and when are Ground Forces assigned?
The rulebook says you may split landings but not change your mind after Invasion Combat starts.

Yes. You may land on every planet of the system provided you have a Ground Force per planet, but you must decide the split of landing forces and bombardment before Invasion Combat begins and cannot change it after seeing a result. One Ground Force or Mercenary cannot take two planets.
