How does Salvage Operations work for Mentak?
Replies partly agree, but one notes a conflict with the FAQ and there is no official ruling.

Salvage Operations does not make builds free: you still pay for units you build, and the Trade Goods only help. Replies disagree on placing the flagship: the card's text suggests you can build a flagship in a system where you destroyed an enemy flagship, but the FAQ rule that flagships are built only in the home system points the other way. A Mentak flagship can be rebuilt after a win in Mentak's own home system.
