How does Jol-Nar use the Technology strategy card?

They pay only a Strategy Allocation counter (none if they hold Initiative) to resolve the secondary and may also execute the primary, so they get one free technology. They may then buy a second technology for 8 resources with the original Technology card (6 for the second and 8 for a third with Technology II), or skip the purchase and take only the free one.
