Do Fighters need to be assigned to a specific Carrier?

No. Fighters are supported by Carriers, War Suns or Space Docks in their system rather than loaded on one; Ground Forces and PDS must be tied to a specific ship. A Carrier has capacity 6 shared among cargo.
