Can Fighters exist in a system without a Carrier, War Sun or Space Dock to support them?

No. Fighters need capacity from a Carrier, War Sun or Space Dock, and excess Fighters are removed. If a Carrier is destroyed in a battle, its Fighters stay until the battle ends, but PDS fire counts as movement, so Fighters in excess of capacity die immediately if a Carrier is lost to PDS fire.
