Is there a limit on Ground Forces and Fighters on the board?

No — they are the only units you can buy without limit, using the Fighter and Ground Force Supplement Counters. A supplement counter must always have at least one real unit of that type in the same system or planet. If you run out of counters, proxy with another token.
