When can a Carrier not pick up Ground Forces?

A Carrier cannot pick up units in a system containing enemy ships (even before the space battle), cannot pick up from a system you already activated this turn, and can only pick up during the movement step, not after a space battle. Ground Forces and PDS can be unloaded onto another Carrier only in the Planetary Landings step.
