The system has just been activated and is at the Production step (Tactical or Transfer), you have controlled the planet for the entire current round, the planet has no Space Dock, and no enemy ships are in the system. It costs 4 resources and cannot produce until the next round. A Space Dock built in a Transfer Action's production counts as that action's one production system.
