Can Arborec Ground Forces build units, and which ones?

Yes. Forum players say each Arborec Ground Force has a production capacity of one and can build anything an Arborec Space Dock can, including ships and PDS. Ground Forces that moved during this activation cannot build, and enemy ships in the system block them from building ships.
