How does the Admiral's extra movement work?

The Admiral's +1 movement applies as soon as it is picked up, so it can count from any point along the move. A designer email relayed on the forum says so. Treat the Admiral like fighters or troops for transfers; forum players read this as meaning it cannot be transferred while enemy ships are in the system.
